Healthcare system in Israel

Israel with close to 9 million inhabitants has one of
the most technologically advanced and highest-quality healthcare systems in the
world.

HMO’s 

Every resident has to belong to a HMO (Health Maintenance Organization) which are non profit. Each resident has 5% deducted from his salary by the IRS, and the money is shared out to the HMO’s according to the number of their registered patients. This creates competition between them.

The four HMO’s are

  • CLALIT

    the largest, with about 54% of the population, for a total of 4.6 million patients. This makes the second largest private HMO in the world (unlike the British NHS which is a governmental organization) with 14 hospitals. 

  • MACCABI

    about 25% of the population

  • LEUMIT

Basket of Services

There is a basic, free – and extensive - “basket of services“ defined by the Ministry of Health all HMO’s have to provide. Beyond that, they can offer additional services, paid or free, to their members.


Hospitals and Clinics

There are 44 general hospitals in Israel.

 Clalit has the largest network of medical facilities, with 14 general hospitals and about 1,400 clinics.

 Maccabi has   a daughter company called Assuta who have 2 general hospitals, and scores of clinics. All breast screening and CT'sis done by Assuta 11 of the general hospitals are government-owned.

 There a several private hospitals, such as the renowned Hadassah in erusalem, Sha’arei Zedek in Jerusalem, small hospitals run by Christian religious orders in Nazareth, the Herzliya Medical Center, and others. Small private-owned clinics subcontract to the HMO’s, providing Screening, some of them from mobile trucks. This is usually the low end of the market.   

PAC’s Systems

Clalit has a Carestream PACS, and so do several large hospitals in Israel. Maccabi has a Fuji PACS. So does Hadassah. The government hospitals tend to have Sectra, marketed by Philips.GE has several PACS installations, but they seem to be on their way out
